His complication is the offense around him. Baltimore's file lists a goal-line back who is projected for enormous carry volume and a rushing quarterback — a quarterback who runs by design — and a team only has so many touches to give (The conserved team touch budget). A run-heavy offense is a smaller pie for a receiver to take a slice of.

The risk
The CSV flags him low risk. ADP 27.4 means he is a contingency after 20/21, not a promised turn target. The old six-player ranking comparison is historical; use the promoted board for current tiers. His observed durability remains supportive, but does not guarantee a market fall.
